Department of Human Services OSSS
Department of Human Services OSSS mission is to encourage self-sufficiency and support the well-being of individuals, families, and communities in Hawai‘i. BESSD is the largest division in the Department of Human Services. Staff and administrators provide a continuum of services, through nine programs that serve different populations, aimed at providing clients with monthly benefits to assist them with such essentials as food, shelter, and child care, as well as employment support and work-training and dependency diversion and prevention.
SSD provides protection from abuse and neglect for children and dependent adults. Our programs also provide safe living arrangements with the goal of reducing abuse, neglect and maltreatment. The State of Hawaii Med-QUEST Division (MQD) provides eligible low-income adults and children access to health and medical coverage through managed care plans. The QUEST program is designed to provide Quality care, Universal access, Efficient utilization, Stabilizing costs, and to Transform the way health care is provided to recipients.
The Office of Youth Services (OYS) provides and coordinates a continuum of services and programs for youth-at-risk to prevent delinquency and reduce the incidence of recidivism. The Division of Vocational Rehabilitation (DVR) provides services to Hawai’i community members who experience barriers to employment due to a physical or cognitive disability.
